Ollerton Branch Re-opening Appraisal
Client: East Midlands Railway, Apr-Sep 2020
In 2019, the new East Midlands Railway franchise contained a commitment to study the re-opening of the Ollerton branch in Nottinghamshire. Long campaigned-for, the potential for this scheme is to help revitalise an area which has lost its traditional economic base of coal-mining. Although many new jobs have been created at the Sports Direct national distribution centre in Shirebrook, access to wider opportunities is limited by the poor local rail network (itself the subject of another proposal, to link Mansfield directly towards Derby). Whilst earlier station sites at Warsop and Edwinstowe would be re-used, a new business park in Ollerton also now seems a more appropriate site for a station than its original location on the outskirts of the town.
The Railway Consultancy undertook work to underpin a Strategic Outline Business Case, which is now being examined by the Department for Transport. We constructed a spreadsheet-based demand forecasting model based on our GCOST™ approach, in order to understand more about the potential demand, revenue and time savings, whilst updating to current prices capital costs prepared by Network Rail in 2013. This enabled the appraisal of two main operating options to be considered, both of which would see Ollerton being the terminus of services running from the existing ‘Robin Hood’ line at Shirebrook.
